Digital Participation System DIPAS – Engaging in dialogue with the help of maps and geodata

The Digital Participation System (DIPAS) is an advanced open source solution that enables citizen participation both online and on site without media discontinuity. Developed by the Hamburg Ministry for Urban Development and Housing in cooperation with the State Office for Geoinformation and Surveying and the City Science Lab at HafenCity University Hamburg, DIPAS seamlessly integrates geodata and fits into existing urban IT ecosystems. This makes it a useful tool for cities and municipalities that want to effectively involve their citizens in planning processes.

Integration of geodata for precise feedback

A key feature of DIPAS is the comprehensive integration of geodata. Users can call up digital maps, aerial images, plans, 3D models and other urban geodata to provide precise, location-based feedback on planning projects. This functionality promotes an informed and well-founded discussion between experts and citizens by visualizing complex spatial relationships and making them understandable. The use of public geodata makes it easier to present planning processes transparently and enables citizens to participate in an active and informed manner.

Media seamless citizen participation – online and on site

DIPAS combines an online participation tool with digital planning tables (touch tables) to create an integrated system.Citizens can access participation processes and submit their contributions from home or on the move.At the same time, the touch tables enable an interactive and collaborative discussion on site at face-to-face events.All contributions are recorded in a shared database, which ensures efficient evaluation by the planning departments without media discontinuity.
This interplay of online and on-site components ensures that citizen participation is flexible and barrier-free, regardless of whether participation takes place digitally or physically.

Connection to the municipal IT ecosystem

DIPAS is designed to integrate into existing municipal IT infrastructures. Thanks to standardized interfaces and the use of the Urban Data Platform and the master portal, the data used and generated in DIPAS can be used interoperably. This enables efficient data processing and use within the city’s systems and contributes to the digitalization of planning and participation processes. Integration into the urban IT ecosystem ensures that DIPAS functions as part of a city’s technical resources and thus makes optimum use of existing data sources.

DIPAS and Connected Urban Twins

As part of the “Connected Urban Twins” (CUT) project, the cities of Hamburg, Leipzig and Munich are working together to develop urban digital twins for integrated urban development. A central component of this project is the implementation and further development of DIPAS in the partner cities. By transferring the Hamburg open source software DIPAS to Leipzig and Munich, technical, structural and practical components are being adapted and tested. The knowledge gained from these pilot projects will be incorporated into the continuous improvement of DIPAS and promote the transferability of the system to other cities and municipalities. The first participation processes have already been successfully carried out in Munich and Leipzig with the help of DIPAS, which underlines the flexibility and adaptability of the system.

Key innovations that have been developed as part of the CUT project and are being jointly tested include:

  • DIPAS_navigator: A central platform that makes citizen participation visible at a city-wide level. It offers statistical evaluations, key figures and an overview of current and completed participation processes. The navigator creates transparency and enables both citizens and experts to obtain up-to-date information on participation opportunities and to get directly involved in active participation.
  • DIPAS_stories: A new functionality that makes it possible to present urban planning content and geodata in a narrative, interactive storytelling format. Geodata-based specialist maps such as noise maps, development plans or 3D city models are combined with texts, images and videos to convey complex relationships in a clear and understandable way.
  • Revision of the DIPAS front end: As part of the CUT project, the DIPAS user interface has been completely modernized. The new version offers improved usability, more intuitive navigation and an optimized display on various end devices.
  • Optimization of the admin backend: The administration backend has been revised and simplified for project managers. This reduces the amount of training required and makes it easier to configure and manage participation processes.
  • DIPAS_text: With the release of DIPAS 4.0 in February 2025, a new function was integrated that enables citizens to participate directly in the creation and editing of text content. This expands the possibilities for citizen participation beyond geo-referenced comments and strengthens the collaborative nature of the platform.
