The Key Learnings

Document the Status Quo Between Cities

The Baseline Assessment is the initial recording of the status quo between cities at the commencement of a project. It examines existing data infrastructures, such as Urban Data Platforms or geo data infrastructures, and organizational foundations.

Compare Beginning and Ending

Baseline Assessments are conducted to facilitate comparison between the project’s initial and final stages. Additionally, they serve to identify commonalities, potential for exchange, and existing building blocks relevant to the project.

Capability Map

A key component of the Baseline Assessment is the Capability Map, which provides a detailed overview of the functions of an Urban Data Platform across ten categories, including subcategories. This enables a comprehensive assessment of the platform’s status in respective cities.
